You can get the elite bonus as many times as you complete it, so it's not bad considering it takes less than 30 min from start to finish and set up cost is only $11k ish. You can call anyone who offers you jobs to request that they send you a job, but they'll send you a random one from the list of jobs. Your actual heist progress isn't affected if you join someone else's heist. It gives me the option to choose one of the two heists for me at least.
